Why isn't There a Canadian Basketball League

Why isn't there?
It wouldn't be a very high level so the teams would only need to draw like 4,000 a game or so.
Vancouver, Victoria, Edmonton, Calgary, Saskatoon, Regina, Winnipeg, Ottawa, Hamilton, Windsor and London, and then Montreal, Quebec City and Halifax would join from the ABA, the league could have a minor TV contract with Rogers Sports Net or theScore or something, I think it could work?
What to you guys think?
