Default Team futility record

For the first time in ML history, a team (3 of them actually) achieved the lowest possible measure of futility (0) at something that every team had done every year from 1876-2006. What was it, and which teams?

Very Good jtur.

Not a single complete game by any pitcher on TEX, WAS or FLA in 2007.
