I say don't revenue share at all.
It's one of the few ideas MLB has adopted that's actually worse than arbitration.
If a team doesn't receive support from the community in which it exists, and/or can't be run well enough to survive economically without help from a pool of other clubs, then let it either move or cease to exist altogether.
The two Florida teams immediately come to mind.
