Yes I think there needs to be a cap and a mimimum.
No less than $60 million and no more than a hundred million.And no player to make over 5 million a year..That is drastic but think about it , a ball player makes 10 to 100 times what most of us make and what does he do?Plays a game  .

I wouldn't cap the individual salery just because it would make the teh GM's have to think about things a little more. If you go out and spend 20mil on a player, or 20% of your money then you have to realize it will make a weakness somewhere else. Then you hae to determine wheather a certain player is good enough to produce enough to cover that weakness. It could make things a lot more interesting.
