I'm not sure if that would help. You wouldn't have any Super Bowl players, although the others would be less rusty. Although non-playoff players would still have been away for four weeks and wild card losers for three. And the conference title losers might be hard to get motivated about the game, especially if it were a team that had a great season and seemed destined to go to the Super Bowl.
While it would get more media attention being at the Super Bowl site, it also might get swallowed up in the Super Bowl hype and equally ignored. There also might be some logistical problems having them in consecutive weeks at the same place.
If they are trying to save the game, it might help. But if the game is somewhere like Detroit, would anyone really want to go play in the Pro Bowl? Nothing wrong with Detroit, but it isn't as nice as Hawaii in January. It is an honor, but Hawaii is a nice reward for outstanding play and a nice vacation for your family.
