Yes, there is no bureaucracy in thousands of insurance companies all requiring that different sets of forms be filled by doctors billing offices. And there is no bureaucracy in doctors offices where billing clerks try to keep track of which patient is covered by which insurer and which treatments that insurer A or B or C is covering this month and which ones they will add or remove from the list of covered expenses next month and how much their copay is.
