If they are smart, they'd try to position themselves to be a minor league football league that targets the smaller markets without major NFL teams. They could even try to team up with the NFL and be a training/proving ground for NFL teams, much like NFL Europe is.
The most likely scenario is that they delude themselves into thinking they can actually compete with the NFL.
