That did not happen until after 2002, and even the, with no force until 2005.
and none of that means it wasn't against the rules. the rules were difficult to enforce without testing. but steriod users were still cheating. the concept of self policing though was shameful. again, they're all guilty. any of them could have pulled a canseco and facilitated change years earlier.
